Bihar Cabinet Greenlights State’s First Women’s University and a New Dinkar University, Allocating ₹15 crore to Each

Additional Chief Secretary of the Cabinet Secretariat, Arvind Kumar Chaudhary, told reporters that the decisions were taken during a meeting chaired by Chief Minister Samrat Choudhary, marking a major expansion of higher‑education infrastructure in the state.

The women’s university, officially titled Mata Sita Women’s University, will be based in Patna and will oversee all constituent and affiliated women’s colleges in the district, except those already under Patna University. The second institution, Rashtrakavi Ramdhari Singh ‘Dinkar’ University, will be situated in Begusarai and will have jurisdiction over colleges in Begusarai and Khagaria, while colleges affiliated with Kameshwar Singh Darbhanga Sanskrit University will remain outside its purview.

Both universities have been created under the Bihar Special University Act 2026, which provides the legal framework for establishing specialized higher‑education institutions. The cabinet approved a sum of ₹15 crore for each university to fund the salaries of officers and employees and other related expenses.

The cabinet’s agenda also included the approval of a new sugar mill at Warsaliganj in Nawada district, with 99.39 acres of land transferred to the Sugarcane Industries Department. Chief Minister Choudhary said the project is expected to attract more than ₹500 crore in investment and benefit thousands of farmers across Nawada, Nalanda, Sheikhpura and Jamui.

In a move aimed at supporting livestock farmers, the cabinet sanctioned ₹160 crore for the Mukhya Mantri Gaudhan Vikas Rinn Yojana, a three‑year scheme that will provide a 100 percent interest subsidy on bank loans to cattle rearers, boosting milk production and rural employment.

Other notable decisions included the compassionate appointment of Ms. Kanak Kumari, widow of the late Subedar Santosh Kumar, the naming of the underground sub‑way under Patna Smart City’s GPO roundabout after former IPS officer Acharya Kishore Kunal, and a one‑time remission for selected convicted prisoners on Mahatma Gandhi’s birth anniversary.
