The 38-second clip came to police attention on September 22, when it was shared online and through WhatsApp. Banka Police said a team visited the historic site, checked the location and examined the footage before registering a case. The alleged incident falls within the limits of Bounsi police station.
In a statement, police alleged that three men stopped a woman who was visiting Mandar Hills with two friends, abused and threatened the group, and made one of the woman’s friends transfer ₹1,500 to an account before allowing them to leave. These are allegations under investigation. Police registered the case under Sections 74, 75, 76 and 3(5) of the Bharatiya Nyaya Sanhita and Sections 66E and 67A of the Information Technology Act. The force said raids were under way to locate the accused.
The video prompted criticism from Rashtriya Janata Dal leader Tejashwi Yadav, who accused the State government of failing to maintain law and order and questioned whether responses to crimes were consistent. His comments are political allegations; the investigation into the Banka incident is being handled by police.
Separately, Samastipur Police said on September 24 that they had identified four men shown in another online clip involving the alleged harassment of a minor girl and her male friend. Police said that incident occurred about 15 months earlier in the Musrigharari area. A case has been registered under relevant provisions of the BNS, the Protection of Children from Sexual Offences Act and the IT Act, and one person has been arrested. The two cases are separate; in both, police say the videos surfaced well after the reported incidents.
