Ukraine’s State Customs Service has changed how tariff preferences are granted to used vehicles in commodity group 87. Since June 1, the preference has been applied only after customs receives the results of a check confirming the vehicle’s preferential origin through an EUR.1 certificate.
Previously, the benefit could be applied before customs authorities in the exporting country had completed verification. The State Customs Service said that approach created opportunities for document manipulation and the improper use of tariff relief.
During customs clearance of used vehicles originating in EU countries from June through August 2026, the state budget received UAH 516 million more in customs payments than in the corresponding months of 2025. Checks conducted since June have found no forged EUR.1 certificates. The service says it will continue efforts to reduce undeclared activity in import and export operations and to scrutinize the grounds for tariff preferences.
