The Anti-Corruption and Civil Rights Commission said reported violations rose after the law took effect and peaked at 4,386 cases in 2018. They then declined through 2021, fluctuated in later years and fell to a record low in 2025.
Authorities have recorded 17,455 violations cumulatively and punished 2,983 people. Among other provisions, the law sets price limits on gifts and meals that public servants may accept.
In a survey conducted in June, 87.1% of respondents viewed the law as effective. At the same time, 61.4% said enforcement should be stricter, indicating continued support for tighter oversight even as reported violations fall.
Commission chairman Jung Il-yeon said the downward trend in violations and penalties was encouraging and suggested the system was operating stably across public institutions.
