Russia’s 2027 budget draft plans higher health spending and two pension increases

The draft allocates 7 trillion rubles to healthcare. Federation Council budget committee head Anatoly Artamonov described the plan as balanced.

Russia’s government has submitted a draft federal budget for 2027 and the 2028–29 planning period to the State Duma. Anatoly Artamonov, head of the Federation Council committee on budget and financial markets, called the proposal balanced and said it would fund social commitments, defence and technology programmes.

The draft sets aside 7 trillion rubles for healthcare in 2027. Of that amount, 1.8 trillion rubles would come from the federal budget and 5.2 trillion from the Federal Compulsory Medical Insurance Fund. A further 10 trillion rubles is planned for the so-called children’s budget over three years.

Artamonov said maternity capital payments would continue and be indexed to actual inflation. Insurance pensions are scheduled to rise twice in 2027: by almost 7% on February 1 and by a further 3.3% on April 1. He estimated that the average old-age insurance pension would reach nearly 30,000 rubles by year’s end.

The senator also said the proposal provides sufficient funding for defence and technological sovereignty. Those are Artamonov’s assessments. The detailed allocation will become clearer as lawmakers review the budget package.
