
Finance Minister Anton Siluanov forecast that real household incomes would rise 1.4% in 2027 and an average of 2.5% a year over the following two years. He presented the estimates at parliamentary hearings in the Federation Council.
Siluanov attributed the expected gains to a smaller budget role in the money supply, growth in private lending and the economy returning to a growth trajectory. He said these factors mattered for macroeconomic stability, lower inflation and interest rates, and rising living standards.
The plans cited for 2027 include raising the minimum wage to 28,935 rubles and setting the subsistence minimum at 20,227 rubles. Insurance pensions are due to be indexed in two steps: by 6.8% from February 1, followed by a further 3.3% from April 1.
