Argentina names Horacio Guevara to lead health insurance regulator

Claudio Stivelman has resigned as head of Argentina’s Superintendency of Health Services. He has been replaced by Horacio Guevara, the agency’s former general manager.

Claudio Stivelman has resigned as head of Argentina’s Superintendencia de Servicios de Salud (SSS), and Horacio Guevara, previously the agency’s general manager, has been appointed to replace him. The SSS confirmed the change in a statement issued on October 6.

The agency is part of Argentina’s Ministry of Health, led by Mario Lugones. The SSS said Guevara would continue its policies and objectives, including promoting beneficiaries’ freedom to choose and encouraging competition among health insurance providers.

In its statement, the agency said that during Stivelman’s tenure it strengthened its oversight capacity, focusing on traceability, transparency and efficient use of resources. Those assessments were made by the SSS itself.

Stivelman was the agency’s second head after Gabriel Oriolo resigned in 2025. Before becoming head of the SSS, Stivelman, like Guevara, had served as general manager. La Nación described the story as developing.
