Sybiha said Ukraine remained ready for an energy truce, but Russia had so far shown no interest in the initiative. He described a ceasefire as a possible outcome of the planned presidential talks, rather than an agreement already reached.
The diplomatic preparations came amid reports of further attacks on shipping and infrastructure. A Russian drone struck a Tanzanian-flagged civilian vessel heading toward a Ukrainian port, killing its captain and injuring three other crew members, Ukraine’s Ministry for Communities and Territories Development said.
The ministry said Russia was systematically attacking Ukrainian ports, port infrastructure and civilian merchant ships, threatening international navigation in the Black Sea.
In Kyiv, overnight raids injured 18 people, including two children, according to local authorities. Residential buildings, educational institutions, administrative buildings, offices, petrol stations, warehouses, cars and the railway were among the sites hit.
Kyiv’s military administration had issued a red alert and urged residents to take shelter because of the threat of missile attacks.
In central Russia, a drone attack damaged an oil refinery in the Yaroslavl region, Governor Mikhail Yevrayev said. He reported that 65 drones had been shot down during what he described as a massive attack, with no deaths or injuries.
Yevrayev said firefighting operations were under way at the refinery. Falling drone fragments also shattered windows in several apartment buildings and damaged cars. No drone alert remained in force in the region at the time of his statement.
