The bill, which cleared Congress earlier in the week, was signed into law by President Trump on Thursday, marking the latest U.S. effort to increase economic pressure on Moscow over its war in Ukraine.

The new law targets Russia’s energy and defense industries and places additional restrictions on President Vladimir Putin and other senior officials, expanding the scope of existing sanctions regimes.

A key provision grants the president the power to impose tariffs of up to 100 percent on the principal buyers of Russian oil and gas, a measure that could extend to major importers such as China and India if the administration deems it necessary.

Ukrainian President Volodymyr Zelensky praised the legislation on the social platform X, thanking Trump and U.S. lawmakers for the step and urging rapid implementation. Zelensky also referenced the late Senator Lindsey Graham, noting his advocacy for sustained pressure on Russia.

The legislation arrives amid a broader U.S. strategy to isolate Russia financially and limit its ability to fund the conflict, building on previous rounds of sanctions that have targeted banks, oligarchs, and military suppliers.
