The new FIR, registered on Tuesday, invokes Sections 352 and 356 of the Bhartiya Nyaya Sanhita and provisions of the SC and ST (Prevention of Atrocities) Act, 1989, and is based on a complaint filed by Madhu K.T. of the Dr. B.R. Ambedkar Kshemabhrivruddhi Kreedaa Kala Sangha in Kaiyamballi village, T. Narsipur.
According to the complaint, Simha allegedly insulted the Dalit community by making derogatory remarks about the "blue shawl," a symbol of Dalit equality, during the Ganesh idol immersion (Shobha Yatra) on September 18, and also delivered a provocative speech in front of a mosque and targeted a police officer.
In response, the Dalit Sangharsha Samithi (DSS) staged a demonstration in front of the Ambedkar statue at the Town Hall on Wednesday, demanding Simha's immediate arrest and a high‑level probe into all cases against him. District convener Choranahalli Shivanna warned that failure to arrest the former MP could trigger intensified agitation, citing CCTV footage, drone recordings and social‑media videos as evidence.
Simha rejected the allegations, stating he is not anti‑Dalit and that it was a police inspector who made a provocative statement. He asserted that he made no caste‑based remarks and said he would seek judicial relief against the FIRs filed under the SC/ST Act.
The second FIR follows an earlier case lodged after Simha was booked for delivering an inflammatory speech during the same Ganesh immersion procession. Despite the mounting legal pressure and evidence presented, police have not yet taken Simha into custody.
