A small tornado-like phenomenon hit Oissel-sur-Seine and nearby areas south of Rouen at about 5:30 p.m. on Wednesday, September 30, 2026. The Seine-Maritime fire and rescue service said around 100 homes were affected. No injuries had been reported.
Firefighters, municipal staff and electricity network operator Enedis were assessing the damage. Damage was also reported near a shopping centre in Tourville-la-Rivière.
By 8 p.m., 15 emergency vehicles and 31 firefighters were at the scene, including a specialist Urban Search and Rescue support unit. The departmental operations centre, CODIS, activated level-one incident management.
Weather service Alertes météo Normandie said the rotating phenomenon developed beneath a strong rain cell. Seine-Maritime was under a yellow thunderstorm alert until 9 p.m.
