Milojko Spajic cites security concerns over Rybar founder's detention

Montenegrin Prime Minister Milojko Spajic linked Rybar founder Mikhail Zvinchuk's detention to efforts against destabilisation. His October 9 statement preceded the authorities' announcement that five Russians would be expelled.

Spajic confirmed the detention in a post on X. He said the authorities had warned of attempts at hybrid interference as Montenegro pursued European Union membership. He described the operation as protecting the country's interests and European future.

The prime minister also referred to serious indications requiring examination of circumstances and connections in a broader context. Those remarks represent the government's assessment. The public statement does not by itself establish the detainees' guilt.

Police and security officers detained Zvinchuk, his wife and three other Russians in Risan. Rybar said the group was in Montenegro legally, had broken no local laws and planned to film at a monastery after notifying the authorities. The project said it was in contact with Russia's Foreign Ministry.

Police subsequently announced the group's expulsion on national and internal security grounds. Zvinchuk said he was released after eight hours in detention. Russian Foreign Ministry spokesperson Maria Zakharova said diplomats were providing assistance.

Montenegro joined NATO in 2017 and is an EU membership candidate. Relations with Moscow deteriorated after Montenegro joined sanctions over the war in Ukraine. In 2024, the US Rewards for Justice programme offered up to $10 million for information on individuals linked to the Rybar network, accusing it of influencing American political life.
