Australian advocates call for pet safety to be included in family violence protection

Australian specialists and support organisations are urging stronger protection for pets affected by family violence. A new Sydney Morning Herald report describes survivor Louise's experience and obstacles to leaving an unsafe home.
Louise, 28, whose name was changed for safety, told the newspaper that her former partner killed her dog Indie after their relationship ended. Court proceedings lasted four years. SMH reported that the man received five months in prison on appeal and was recently released.
Louise said she had not previously known that violence against animals could be used to harm partners. Investigator Maddison Steadfast said such conduct can exert control, power or jealousy. She described the specific motive in this case as a matter of speculation.
Lucy's Project chief executive Monique Dam highlighted Australia's limited data on these incidents. The organisation advocates a combined approach to human and animal safety. Its National Roadmap launched on August 19, with a Victorian presentation planned for October 19.
The roadmap drew on a roundtable of about 100 researchers, family violence specialists, veterinary and animal welfare practitioners, policymakers and survivors. Dam said owners sometimes remain in dangerous situations because they cannot leave with their pets.
Elena Campbell of the Australian Institute of Family Studies said threats to animals can be used against partners and children. Her earlier work with RMIT University identified cases in which older children stayed with an abuser to protect pets.
Mary's House Services is preparing a new Sydney refuge where women, children and animals can stay together. Chief executive Yvette Vignando said pet accommodation should be considered in government tenders for refuge provision.
Veterinarian Belinda Oppenheimer said the Australian Veterinary Association is developing a policy on the issue. She urged veterinarians to recognise possible signs of abuse and ask questions that can help owners find support.
