
The Russian government has proposed allocating 20 billion rubles in 2027 to protect housing and utility infrastructure against possible emergencies. The funding is included in a draft federal budget for 2027 and the 2028–29 planning period submitted to the State Duma, the Vedomosti newspaper reported. The Duma said no money was allocated for this purpose last year.
A representative of the Construction Ministry said the proposed funds would cover reserves of essential materials and equipment, as well as backup power supplies for heating, water and wastewater systems. The proposal concerns preparedness and protection measures, not spending already approved or made. The budget bill still has to be considered by lawmakers.
Russia’s Emergency Situations Ministry recorded 18 accidents on life-support systems in 2025 that were classified as emergencies, nearly twice the number in 2024. Experts identify ageing municipal networks as one of the sector’s central problems, saying renewal has not kept pace with deterioration. Svetlana Razvorotneva, deputy head of the State Duma committee on construction and housing and utilities, has warned that some regions may struggle through winter because of worn water pipelines. She cited low household tariffs among the causes.
