Russian government proposes three-child family rule for social advertising

The Russian government has submitted a bill to the State Duma requiring social-advertising clients to depict a family with at least three children whenever an ad shows a family with a child.

The bill is available in the Duma’s online database. Its explanatory note says the measure is intended to promote traditional values and foster a positive image of large families in commercial and social advertising.

The proposal would also allow associations of advertisers, ad producers and distributors to create rules binding on their members for depicting a well-off family with three or more children. Such groups could be formed as associations, unions or nonprofit partnerships, including self-regulatory organizations.

For social advertising, the requirement would apply to government procurement of production and distribution services. If a social ad is planned to show a family with a child, the client would have to ensure that the image includes at least three children.

The bill includes a transition period for public authorities to prepare and for advertising-industry associations to develop and approve their rules. If adopted, it could take effect on March 1, 2027.
