São Paulo proposes record investment in 2027 budget

São Paulo’s city government has sent a 146.52 billion reais budget proposal for 2027 to the municipal council. It earmarks a record 20.64 billion reais for investment, though lawmakers still have to review and approve the plan.

The proposal is 6.6% larger than the budget planned for 2026. It includes 122.95 billion reais in current expenses and 23.24 billion reais in capital spending. A further 330 million reais is set aside as a contingency reserve. The 20.64 billion reais investment allocation is part of capital spending and is already included in the total.

The municipal council says bill PL 752/2026 will be reviewed by its Finance and Budget Committee. The calendar provides for 21 public hearings: two general sessions, five regional meetings and 14 topic-specific discussions. They are scheduled from October 7 through November 28.

The city government says the proposed investment would fund public works, services and infrastructure. The budget also identifies several policy areas, but lawmakers can revise the allocation as the proposal moves through the council.

A final vote by the full council is expected at the end of the year. Until then, the figures remain a proposal and may change during deliberations.
