An unnamed EU diplomat told the outlet the campaign would distract Madrid and weaken incentives to seek a compromise. That is the diplomat’s assessment, not a decision on the course of the budget talks.
The Financial Times earlier reported that Germany, the Netherlands, Sweden, Denmark, Austria and Finland were seeking cuts of hundreds of billions of euros. Ireland, which holds the rotating EU Council presidency in the second half of 2026, is due to present a proposal this autumn.
The budget framework covers 2028–2034 and requires approval by every EU member state and the European Parliament. The Council says agreement by the end of 2026 is needed to prepare legislation in 2027 and launch funding in 2028.
