ABC: Spanish housing official spent €103,841 on travel since 2024

The newspaper cites records of 94 trips by Iñaqui Carnicero. The ministry says the amounts reflect legally set per diems, while ABC says it found discrepancies in the accounting.

Iñaqui Carnicero, Spain’s secretary-general for urban agenda, housing and architecture, has spent €103,841.44 on travel through the Housing Ministry since 2024, ABC reported, citing documents from the ministry’s expense-tracking system. The newspaper says the amount covers 94 trips in 2024–26 and is in addition to €75,600 in expenses ABC previously reported for a year and a half of Carnicero’s tenure at the Transport Ministry.

According to figures published by ABC, the 33 trips in 2024 cost €45,024.06; 47 trips in 2025 cost €29,260.50; and 14 trips in 2026, which is not yet complete, cost €29,556.30. ABC also reported expenses of €8,500 for a UN event in New York, €6,700 for an architecture biennale in Tokyo and €9,300 for a biennale in Buenos Aires.

In response to ABC’s questions, the Housing Ministry said repeated amounts in the tables corresponded to legally established per diems for meals and accommodation. It listed rates for part-day and full-day allowances and lodging. ABC said, however, that the ministry did not explain why some amounts did not match the stated travel dates or why identical payments were recorded for trips of different lengths.

ABC said it repeatedly sought comment from Carnicero and the ministry. The report also cites unnamed Transport Ministry sources alleging irregularities in the expenses and saying that trips related to architecture were prioritized.
