Bank of Russia plans offline digital ruble payment tests for 2027

The Bank of Russia plans to test digital ruble payments without an internet connection in 2027, Governor Elvira Nabiullina said.

The plan concerns technology testing rather than the launch of generally available offline payments.

Nabiullina outlined the timing at a press conference following the central bank board's meeting.
