Banks and telecom operators to notify platforms when customers die

Russia’s Ministry of Digital Development is working on a system for banks and telecom operators to pass information about deceased customers to digital platforms, allowing inactive accounts to be blocked more quickly and helping curb fraud.

Deputy head of the ministry’s digital identity technology department Tatyana Skvortsova described the proposed data-sharing scenarios at the Digital Solutions forum. She said the exchange of information about fraudsters and their victims is already being launched and does not require legislative changes.

The ministry is also discussing whether organizations should face liability if they fail to act on fraud alerts sent through the government’s Anti-Fraud information system. Digital platforms are expected to connect to the system in the future.

Skvortsova said several platforms, including Yandex, are already connected. The ministry expects Avito and RWB to join and begin responding to the alerts. The forum is being held at the Russia National Center from October 6 to 10.
