
A bill would require Rosreestr to notify landowners through Russia’s Gosuslugi portal when plot boundaries are missing or unclear and when buildings on the land lack registration.
A bill introduced in the State Duma would require Rosreestr, the federal registration and cadastral agency, to alert owners when a plot’s boundaries are absent from the Unified State Register of Real Estate (EGRN) or need clarification. Notices would also flag buildings, structures and unfinished construction whose ownership rights are not registered, or whose outlines have not been entered in the registry.
The senators behind the proposal say transactions involving plots without precise boundaries have been prohibited since March 1, 2025, but owners may discover the problem only when trying to complete a deal. The explanatory note says a similar restriction on operating buildings without registered ownership rights has applied since that date. The proposed alerts are intended to give owners time to check and update records.
An EGRN extract confirms ownership of an apartment, house, garage or garden plot. It records property characteristics, ownership, restrictions and encumbrances, and is used for transactions, collateral, court challenges, inheritance and wills. Missing or inaccurate registry information can therefore complicate more than one legal procedure.
The government supports the bill subject to revisions. It recommends allowing users to opt out through their Gosuslugi accounts and defining the notices’ form and format. The measure would require no additional federal budget spending. If enacted, it would take effect on the day of its official publication.
