Twenty-two deputies have joined the committee, according to preliminary figures reported by Kommersant. Two committees have seven members each, below the chamber’s usual minimum under its rules.

The State Duma committee on construction and housing and utilities has attracted the most lawmakers in the new convocation, with 22 deputies preliminarily listed as members. The ecology committee, chaired by New People representative Elena Panova, a former deputy governor of the Yamalo-Nenets Autonomous District, has two fewer members.

Under the Duma’s rules, a committee normally should have at least eight members. The committees on competition protection and on small and medium-sized businesses currently fall short of that guideline, with seven members each. Valery Gartung of A Just Russia again chairs the first, while Stanislav Druzhinin of New People heads the second.

The committees on financial markets and tourism, as well as culture and nationalities, are somewhat larger. Kommersant’s figures show that some prominent lawmakers have changed their policy portfolios, and several deputy speakers are among ordinary committee members. The chamber’s rules allow deputy speakers to sit on no committee or commission.
