Speaking at the District Road Safety Committee meeting in the Rajatadri complex at Manipal, Swaroopa reminded the Regional Transport Officer (RTO) that a previous directive had called for speed governors on 3,785 heavy goods vehicles, and she now ordered strict compliance for the remaining vehicles within the next 30 days.
The deputy commissioner highlighted that overloading of ready‑mix concrete trucks is causing concrete to spill onto roads and damage the pavement, while overloaded sand‑transport vehicles are creating public inconvenience and contributing to accidents.
She disclosed that in the past three months, transport officials inspected 1,569 vehicles, registered 15 violations and collected fines totalling ₹3.33 lakh, underscoring the need for tighter enforcement.
Swaroopa also instructed the City Municipal Council to relocate unauthorised roadside stalls, fast‑food kiosks and pushcarts to six pre‑identified vending zones, and to expedite the construction of shelters in those zones.
Progress on traffic‑signal installation was noted: signals have already been installed at Kalsanka Junction and the Manipal Syndicate, and she ordered that signals be added at the remaining five major junctions in Udupi city as well as at Padubidri, Kota, Brahmavara and Kundapura.
The deputy commissioner pointed out that a review of private and government buses for door compliance has not been completed, and she tasked the RTO to report on bus door status within two months, while also demanding that KSRTC and the RTO provide dustbins on all buses to curb littering.
Finally, Swaroopa observed that some road dividers left open after national‑highway works remain unsecured; she directed that they be closed and that any future median openings be inspected jointly by police and engineers before approval.
