Mirzoyan says outcome of Armenia’s closer ties with EU remains open

The minister said expanding cooperation does not amount to an agreed decision on Armenia’s full EU membership.
Armenian Foreign Minister Ararat Mirzoyan spoke at the Warsaw Security Forum on October 13. He said neither Armenia, the European Union nor the bloc’s member states yet knew the eventual destination of the current process of closer engagement.
Mirzoyan said serious discussion of EU membership had only begun inside Armenia, without an extensive public debate. He also questioned whether the EU was ready to admit the country immediately, even if Yerevan agreed to join.
Nevertheless, he outlined existing cooperation, including trade diversification measures, agreements allowing Armenia to participate in EU missions and support through the European Peace Facility. These forms of cooperation are developing while the ultimate membership outcome remains unresolved.
Armenia’s parliament passed a law launching the EU accession process in March 2025. That domestic legislative step does not itself grant membership. Mirzoyan’s latest remarks announced neither an accession date nor the completion of a negotiating process.
