Moscow approves 50 industrial projects under employment incentive scheme

Moscow has approved 50 industrial facilities covering more than 1.7 million square metres under its employment-location incentive programme, city minister Anatoly Garbuzov said on October 12.

Once operating at their planned capacity, the facilities could employ about 44,000 people, according to the city’s investment and industrial policy department. That figure describes projected employment, rather than jobs already filled.

Garbuzov said industrial projects receive the highest coefficients used in calculating programme benefits. The incentives are intended to encourage developers to invest in production facilities alongside office and retail property.

One completed example is an 86,000-square-metre complex opened in Zelenograd in spring 2026. It comprises three construction-industry factories and a technology park, creating more than 800 jobs. Production includes aerated concrete, architectural glazing, translucent structures, modular facades and prefabricated bathroom units.

The first phase of Kuvekino industrial park opened in summer 2026. At completion, its planned area is 340,000 square metres with more than 4,000 jobs. Early residents include cosmetics distributor Butikle and waterproofing-materials producer Penetron.

The employment incentive programme has operated since 2020. Across its industrial, commercial, educational, cultural and sporting projects, the city forecasts roughly 330 facilities covering about 11 million square metres, around four trillion roubles of investment and approximately 500,000 new jobs. Those broader totals are programme projections.
