Moscow prosecutors seek fine for Multikan maker over alleged sale of substandard medicines

A court has left the administrative filing against Vetbiokhim without progress while the prosecutor’s office corrects missing payment details. A separate criminal case concerns an allegedly falsified quality certificate for a batch of Multikan-8.

The Moscow Prosecutor’s Office is asking a court to fine Vetbiokhim, the maker of the veterinary vaccine Multikan, for selling substandard medicines. The filing was submitted on September 29 but has been left without progress because it omitted the fine recipient and payment details. The prosecutor’s office has until October 30 to correct the deficiencies.

The cited law allows a fine of 1 million to 5 million rubles for a legal entity, or suspension of operations for up to 90 days. The court has not considered the filing on its merits, so no penalty has yet been imposed.

Separately, prosecutors have opened a criminal case over the use of an allegedly falsified quality certificate for one batch of a veterinary medicine when it was entered into an electronic market system. Law enforcement sources told RIA Novosti the batch was Multikan-8. A Vetbiokhim representative said the company knew about the case and was assisting investigators.

Reports of adverse animal reactions after Multikan-8 vaccinations began emerging in mid-August. Rosselkhoznadzor head Sergei Dankvert earlier cited preliminary information pointing to possible production-process violations. In September, the watchdog said it had found Aujeszky’s disease virus, which is deadly to dogs, in batch No. 20. Those findings concern a specific batch and the circumstances under investigation.
