Russia targets an 80% domestic wine market share within seven to ten years

Russia's Agriculture Ministry aims to increase locally produced wine's domestic market share from about 60% to 80% within seven to ten years. Agriculture Minister Oksana Lut outlined the target at the Russian Wine Forum.
The ministry estimates that wine output would need to rise by 13–17 million decalitres and grape production by 200–250 thousand tonnes. Vineyards would need an additional 20–25 thousand hectares beyond the 116 thousand hectares expected by the end of the year.
Lut identified Dagestan as the main land reserve, accounting for 15 thousand hectares of potential additional planting. She said 12.6 billion rubles had already been invested through the federal viticulture and winemaking project.
The ministry nevertheless forecasts wine production of 53–55 million decalitres in 2026, compared with 57.2 million in 2025. Output fell 8% in January–September to 36.7 million decalitres. Lut cited lower alcohol consumption as a contributing factor.
The ministry expects the grape harvest to match last year's 955 thousand tonnes. According to the minister's presentation, vineyard area is set to grow from 113.3 thousand hectares in 2025 to 116 thousand.
