Russian education ministry begins work on a sovereign AI system

Russia’s Ministry of Education has decided to develop its own artificial intelligence system for education and is selecting a technology partner, Minister Sergey Kravtsov said.

Kravtsov announced the plan on October 9 at the plenary session of the Digital Innopolis Days forum. He said the decision followed a proposal from Alexey Morozov, an information technology teacher from Tver Region and a winner of the Teacher of the Year 2026 contest.

Morozov had put the idea to President Vladimir Putin, who supported it. Kravtsov said the ministry intends to carry out the teacher’s proposal and has started choosing a technology partner.

The minister did not name a prospective partner, set a launch date or describe the system’s functions. His statement concerned the creation of a sovereign AI system for education, without specifying a model or how it would be used.
