Siluanov forecasts about one trillion roubles in extra non-oil-and-gas revenue

Russia’s federal budget could receive around one trillion roubles in additional non-oil-and-gas revenue in 2026, Finance Minister Anton Siluanov told the State Duma on October 13.
The minister said planned targets for both oil-and-gas and other revenue were being exceeded this year. He linked the extra non-oil-and-gas revenue primarily to economic performance.
Siluanov was presenting the report on execution of the 2025 budget. His additional-revenue estimate concerns 2026 and is a forecast for the full year, rather than the result of an already completed financial year.
He also discussed gradually reducing the budget’s reliance on oil-and-gas revenue. Plans for 2027–2029 put its share at 17%. Siluanov compared that target with periods when the share approached 50%. The planned share is not a level already achieved.
