Transport Ministry plans Bill on taxi fares for passengers with children

Russia’s Transport Ministry plans to submit a Bill on taxi fares for passengers travelling with children to the State Duma before the end of 2026, Minister Andrey Nikitin told President Vladimir Putin on Oct. 13.
Nikitin said the ministry was running an experiment with Yandex to find a way for families to travel without paying an additional charge for children. The announcement describes policy preparation rather than a fare change already in force.
RIA Novosti’s corrected report specified submission of the Bill to the State Duma by year-end. Kommersant and Vzglyad also reported the commitment from the meeting.
Vzglyad reported that the ministry had previously discussed increasing the number of taxis equipped with child seats. That availability issue is distinct from the proposed change to how journeys are priced.
The statement did not provide a final legislative text or an implementation date. The year-end deadline applies to submitting the proposal, not automatically to introducing new fares.
