Moskalkova appointed State Duma representative to Constitutional Court

Russia’s State Duma appointed Tatyana Moskalkova as its plenipotentiary representative to the Constitutional Court on Oct. 13. The chamber adopted a resolution at its plenary session.
Moskalkova replaces Yury Petrov. State Duma Speaker Vyacheslav Volodin said Petrov had taken charge of the committee on criminal and administrative legislation.
Moskalkova’s nomination was proposed by the chamber’s rules commission before the session. RIA Novosti and Interfax reported the adopted decision.
The chamber’s rules require the representative to be a deputy with an academic degree in law. The commission submits the nomination in agreement with the speaker.
The representative operates under the constitution, federal laws, the chamber’s rules and the regulation governing the role. Ending those functions also requires a State Duma resolution.
Moskalkova is a deputy in the ninth convocation. She served as Russia’s human rights commissioner from 2016 to 2026.
