Ukraine’s government explains infrastructure recovery decision

Ukraine’s government said on October 20 that appointing officials to oversee critical infrastructure recovery did not amount to declaring a state of emergency.
Specific ministers are now responsible for dealing with damage affecting energy, heating, water supplies and communications. A joint headquarters will coordinate their work.
The Cabinet said the decision assigns responsibility for restoration and sets out how officials coordinate their actions. According to the government, it introduces no new restrictions on the public.
