Kholodov said an automated system would photograph candidates and record the exam in real time. The footage should include the workstations of both examiners and candidates, and the equipment must be protected against unauthorized access.
The expert noted separately that candidates are already prohibited from using photo, audio-communication and computing devices. The photographing of candidates themselves, he said, will begin only on the stated date.
Medical-certificate requirements are also expected to change on March 1. Kholodov said candidates will not need to submit a certificate if its details are already in a unified database. If a certificate expires while a candidate is taking the exams, the candidate may complete them, but a licence will not be issued until a new medical certificate is obtained.
Another rule has been in force since May 12, 2026: the practical test must be scheduled no later than 60 calendar days after the theory test. RIA Novosti attributed the dates and details of the planned changes to Kholodov.
