Duma committee backs proposed 4% increase in military pensions

The Russian State Duma's Defence Committee recommended a government bill proposing a 4% increase in military pensions for first-reading approval on October 14.
Committee chairman Vladimir Kasatonov said bill number 619-9 envisages the increase from October 1, 2026. It would change the share of monetary service pay taken into account when calculating pensions.
The so-called reduction coefficient would rise by 3.75 percentage points to 97.34%. The coefficient's change and the proposed 4% pension increase are different measures describing the bill's calculation mechanism.
Kasatonov said the proposed level exceeds the parameters established in 2012. Under that original trajectory, the coefficient would have reached 84% by January 1, 2027. The difference from the proposed 97.34% is 13.34 percentage points.
The committee approved its opinion on the bill, but that does not constitute adoption by the State Duma. The proposed effective date does not establish that higher amounts have already been credited to all recipients.
