Russian Railways submits draft investment programme for 2027

Russian Railways has prepared its draft investment programme for 2027, and the Transport Ministry considers it reasonably balanced, Deputy Transport Minister Alexei Shilo said on October 14.

Shilo said the proposal retained the current year’s main spending directions: maintaining infrastructure, renewing necessary rolling stock and continuing major projects. He identified the high-speed railway as a priority.

The draft also allocates money to the Baikal-Amur and Trans-Siberian railways. Shilo said work needed to continue to achieve the parameters planned for 2032.

The government has not yet considered the programme. Shilo did not specify when it would do so or give the total proposed investment for 2027. He said there were no major changes in overall financing compared with 2026.

Transport Minister Andrei Nikitin said in late August that the baseline scenario envisaged keeping the programme at the current year’s level. Shilo’s assessment concerns a prepared proposal rather than a finally approved budget.

In December 2025, the company’s board approved a 2026 programme of 713.6 billion roubles. Chief executive Oleg Belozerov said in September that its size had risen to 783 billion roubles. He also expressed hope for an increase in the programme in 2027.

Shilo spoke on the sidelines of the Public Transport 2026 forum, taking place in Moscow on October 14 and 15.
