Family-capital payments exceed one million rubles in five Russian regions

Large regional benefits depend on the number of children, housing needs and local rules; federal maternity capital is calculated separately.

Regional child-birth payments can reach one million rubles or more in five Russian regions: Bryansk and Kaliningrad regions, Penza region, Primorsky Krai and the Yamalo-Nenets autonomous area, according to a review of regional laws and regulations by RIA Novosti. Eligibility varies: payments are usually made for a third or subsequent child, although some regions support the birth of a first or second child.

In Bryansk, the standard payment is 200,000 rubles. A family receives 400,000 for twins and 1.2 million for triplets. Kaliningrad provides one million rubles for the simultaneous birth of three or more children; its regular regional capital is 100,000 rubles.

Penza introduced a one-million-ruble regional payment for a second child on June 1, 2026. Parents must be no older than 35 and the family must need better housing. In Primorsky Krai, families can add 720,000 rubles toward a mortgage down payment or repayment of principal or interest to the 280,000-ruble regional capital, bringing support to one million.

In Yamalo-Nenets, one million rubles is provided for a third child and 500,000 for each subsequent child. Federal maternity capital from February 1, 2026, is 728,900 rubles for a first child and 234,300 for a second if the family already received the payment for the first. If it did not, the payment for the second is 963,200 rubles.

Udmurtia pays 300,000 rubles for a third or subsequent child, while Novgorod region provides 350,000 for a first child if the mother is 29 or younger. Khabarovsk Krai pays just over 404,000 rubles; the Nenets autonomous area pays 398,500 and plans to raise it to 500,000 in 2027. Sverdlovsk region plans to raise its payment for a third child from just over 182,000 to 500,000 in 2027. It plans 800,000 for a sixth or subsequent child and for a third child born to a mother aged 29 or younger.
