HMDA pledges public land to raise ₹10,000 crore for infrastructure

The Hindu reports that 10 parcels covering more than 817 acres were pledged. An official said an independent consultant valued the collateral.

The Hyderabad Metropolitan Development Authority (HMDA) has pledged 10 parcels of public land covering more than 817 acres to raise about ₹10,000 crore for infrastructure projects. HMDA had raised more than ₹9,700 crore, The Hindu reported, while the planned projects were valued at ₹24,000 crore. They include two new roads and two elevated corridors.

Manne Krishank of the opposition Bharat Rashtra Samithi (BRS) sought details of the pledge and said the land could be worth more at market rates. HMDA Commissioner Sarfaraz Ahmed said the funding was being raised through a bond issue in line with Securities and Exchange Board of India and Reserve Bank of India rules. He said the collateral value was 1.25 times the bond amount.

Ahmed said independent consultant Cushman & Wakefield valued the pledged parcels at ₹12,818.63 crore as of March 20, 2026. He said this was a market valuation, rather than a registration or guideline value. The Hindu reported both the opposition’s questions and HMDA’s response, but did not report any findings by an investigative authority.
