Kotyakov says electronic certificates account for nearly 80% of rehabilitation aid spending

Electronic certificates accounted for nearly 80% of spending on technical rehabilitation aids as of October 1, 2026, Labour and Social Protection Minister Anton Kotyakov told a State Duma committee on October 16.
The remaining roughly 20% of spending concerns provision through Social Fund procurement, according to the minister’s figures. The percentage describes expenditure, rather than the share of people receiving equipment.
Kotyakov spoke during discussion of the Social Fund’s draft budget for 2027–2029. He said more than 151 billion roubles was allocated for rehabilitation aids, including transfers to Moscow.
The minister linked increased applications to online access and an expanded list of free equipment. He estimated that around 10% of people who previously qualified but did not apply were now seeking support.
Living conditions, lifestyle and sporting activity are taken into account when rehabilitation programmes are prepared, Kotyakov said. Applications for replacement equipment or an electronic certificate can be made 60 days before an existing aid’s service life expires.
