New applicants subject to Ukraine’s military-service obligations must show that they have fulfilled them to receive temporary protection in Lithuania. The condition does not apply to people granted protection or those who applied before Aug. 4.

Lithuania has extended temporary protection for people who fled Ukraine until March 4, 2028. The new requirement has applied since Aug. 5, 2026, and covers applicants subject to Ukraine’s military-service obligations. Proof may include an exit stamp in a passport or an official document confirming completion of service or exemption.

An exception applies to people who were granted temporary protection in any EU country before Aug. 4 and have maintained that status continuously. It also covers people who applied for protection in Lithuania before that date if their applications have not yet been decided.

According to Lithuania’s Interior Ministry, 52,052 residence permits based on temporary protection were valid in the country as of Sept. 6. Previously, Ukrainian nationals’ permits in Lithuania were due to expire on March 4, 2027. The EU Council approved extending the bloc-wide protection scheme until March 2028.
