
Russia’s maternity capital may reimburse eligible goods and services for the social adaptation and integration of children with disabilities, Public Chamber member Yevgeny Masharov said.
In an interview with RT, Masharov said the option applies to a family’s biological or adopted child with a disability. It may be used for a first, second, third or subsequent child. The funds can be directed to this purpose after the birth or adoption that established eligibility for the certificate.
Russia’s Social Fund confirms that all or part of maternity capital may reimburse eligible goods and services intended to support a child’s social adaptation and integration. The purchase must fall within the approved list, and the item or service must be specified in the child’s valid individual rehabilitation or habilitation programme.
Families apply to a regional Social Fund office and provide proof of expenses. If the claim concerns a product, an authorised social-service body checks that the item is present and matches the purchase documents. The programme is a targeted reimbursement of eligible expenses, not an unrestricted cash withdrawal.
Lenta.ru also cites consumer-protection official Igor Pozdnyakov as saying maternity capital may be used for the education of any child in the family, subject to the applicable requirements.
