Minimum monthly residency stipend in Russia rises above 11,500 rubles

From September 1, 2026, the minimum state stipend for medical residents is 11,517 rubles. Universities may set a higher amount if their scholarship funds allow.

The figure appears in a letter issued by Russia’s Ministry of Science and Higher Education on August 4, 2026, under reference MN-11/1940. RIA Novosti said it had reviewed the document. The ministry described the amount as a floor, allowing educational institutions to provide larger payments.

The letter also says state academic stipends may be differentiated only according to students’ academic performance. The available scholarship fund and each institution’s local rules determine how payments are administered.

The minimums apply from the start of the new academic year. Universities whose internal rules set lower amounts are expected to bring them into line with the ministry’s standard.
