Oreshkin calls education-data control a sovereignty issue

Russian deputy presidential chief of staff Maksim Oreshkin told the Global Digital Forum that control over education-platform data is important for protecting information about students’ abilities. He argued that foreign access could make it easier to recruit talented young people abroad.

RIA Novosti reported on October 10 that Oreshkin expects digital platforms to guide learners from basic through professional education. Information about students could support individually tailored tasks and development pathways, he said.

Such systems would accumulate details about users’ skills, characteristics, strengths and weaknesses. Oreshkin argued that the scale of this information makes control over it particularly important.

He advocated considering domestic platforms or solutions developed with countries willing to share the technology. He also emphasised local data storage.

Potential consequences of foreign access, in his assessment, include security risks and identifying highly capable school and university students for recruitment overseas. His remarks describe potential risks rather than a reported data breach.

The second Global Digital Forum runs in Moscow on October 8–10. The speech concerned the future of education systems and principles for managing their data.
