Russia extends refinery modernisation deadline to July 2027

Russia's government has extended refinery modernisation agreements with the Energy Ministry until July 1, 2027. The previous deadline was July 1, 2026, according to the published decree.
Companies with such agreements receive a deduction on crude oil excise tax. The extension allows this support to continue when modernisation schedules shift.
The decree also changes the fuel-quality criterion from Euro-5 petrol to petrol rated AI-92 or higher whose production and sale are permitted in Russia.
To qualify for the benefits, the total value of equipment commissioned between July 1, 2014 and December 31, 2026 must be at least 100 billion roubles.
