Russian senator proposes driving licences for electric bicycle couriers

Senator Yevgeny Dietrich has proposed requiring delivery couriers using electric bicycles to obtain driving licences. He outlined the initiative to Vesti, RIA Novosti reported on October 11.

Dietrich, a member of the Federation Council's economic policy committee and a former transport minister, cited the weight and power of the vehicles. He said their use on pavements posed a danger to pedestrians and argued that they should move to the roadway.

As a possible regulatory approach, he suggested licensing similar to category M licences for mopeds. He believes this would reduce accidents. Dietrich said requirements for private electric bicycle owners could be discussed separately, while considering licences necessary for delivery services.

The report describes a senator's proposal and does not announce the introduction of a bill or the adoption of new requirements. His quoted remarks did not specify a timetable for implementing the initiative.
