State Duma approves protocol simplifying military cooperation with Kyrgyzstan

Russia’s State Duma on October 14 approved ratification of a protocol simplifying military-technical cooperation with Kyrgyzstan. The document amends the bilateral treaty and was signed in Bishkek on November 26, 2025.

Under the protocol, authorised organisations would supply military products under contracts without separate import or export licences. The contracts specify the products, quantities, prices and payment arrangements.

The purchasing side’s authorised body would prepare the list of products and submit it to its counterpart. The State Duma’s published account says the contracts take effect after approval of those lists.

Spare parts, components, technical documentation, servicing, repairs and training are subject to a simplified procedure without separate lists. Parliamentary reporting says approval from the authorised bodies of both countries remains required for that procedure. The vote concerns ratification, rather than an announcement of specific deliveries.
