Syria records most casualties from cluster munition remnants

Sixty-eight people were killed or injured by unexploded submunitions in Syria in 2025, the highest country total recorded.

Syria recorded 68 people killed or injured by cluster munition remnants in 2025, the highest total in any single country and 58 percent of the 117 such casualties documented worldwide, according to the Cluster Munition Monitor 2026 report.

The Monitor recorded at least 1,063 casualties from cluster munitions overall in 2025. Of these, 946 were caused by attacks and 117 by remnants; Syria’s 68 cases were in the latter category. The Syrian Network for Human Rights said no new use of cluster munitions had been recorded in Syria since the previous government fell on December 8, 2024, but unexploded remnants continue to threaten civilians.

The network documented at least 3,799 civilian deaths from landmines and cluster munition remnants between March 2011 and April 2026, including 1,000 children and 377 women.
