Telegraph links Ukrainian steel shutdowns to budget risks

Shutdowns at major steel plants are increasing pressure on Ukraine’s public finances, the Telegraph reported on October 14. Its account examines industrial disruption as a risk for the coming winter while stressing that the outcome of the war is not predetermined.

The newspaper says metals and mining accounted for about 10% of Ukrainian GDP and roughly a third of exports before the war. Those figures describe the sectors’ historical importance, not their current contribution.

The report cites the shutdown of Zaporizhstal and ArcelorMittal Kryvyi Rih’s inability to reopen after September attacks. It links the disruption to risks for tax receipts and employment, without presenting a new calculation of budget losses.

Former Ukrainian defence ministry adviser Oleksandr Danylyuk told the newspaper that Ukraine cannot match Russian military production alone. He urged Western allies to expand output. His warning of possible defeat depends on the production gap continuing.

The Telegraph also notes efforts to make energy supplies more resilient and higher gas reserves than last winter. It cautions that economic hardship does not make an end to Ukrainian resistance inevitable.
