Stavropol to ban e-scooter riding in 27 areas from March 2027

Stavropol will ban riding electric scooters and other personal mobility devices in 27 recreational areas from March 1, 2027, the city administration announced on October 14.
Rental companies must change their scooter-control algorithms before the ban begins, Mayor Ivan Ulyanchenko said. The city has also approved a list of 226 addresses where personal mobility devices may be placed.
Restricted areas include Central and Victory parks, Lenin Square, Fortress Hill, Alexandrovskaya Square, Komsomolskoye Lake and Pionersky Pond. The ban will also cover the Health Trail in the Taman woodland and the pedestrian section of October Revolution Avenue.
Stavropol Krai introduced penalties in July for breaching rules on the placement and use of such devices. Individuals face fines of 3,000 to 4,000 roubles, rising to a maximum of 5,000 for a repeat offence. Legal entities face fines of 20,000 to 30,000 roubles, or up to 50,000 for a repeat violation.
