US extends authorisation for transactions with Bulgarian Lukoil entities into April 2027

The US Treasury has authorised certain transactions with four Bulgarian Lukoil entities through April 24, 2027. Its Office of Foreign Assets Control issued a replacement general licence on October 15.

The entities listed are Lukoil Neftohim Burgas JSC, Lukoil Bulgaria EOOD, Lukoil Aviation Bulgaria EOOD and Lukoil Bulgaria Bunker EOOD. Entities owned at least fifty percent by one or more of those companies, directly or indirectly and individually or collectively, are also covered.

General Licence Number 130B authorises covered transactions otherwise prohibited by Executive Order 14024. It runs through 12:01 a.m. eastern daylight time on April 24, 2027.

The document does not authorise transactions prohibited on other grounds, including dealings with other blocked Lukoil affiliates, unless separately permitted. Effective October 15, it replaces General Licence Number 130A, dated April 14, 2026.
