Volodin suggests police support from proposed premium number-plate sales

State Duma speaker Vyacheslav Volodin proposed discussing earmarked uses for possible revenue from premium vehicle number-plate sales on October 14. He identified additional police support as one option.
Addressing a plenary session, Volodin called for an assessment of expected budget receipts and implementation costs. He warned against introducing a system that would cost more to operate than it generated.
He said proceeds should go towards specific purposes. Discussing possible Interior Ministry support, the speaker singled out neighbourhood police officers and operational personnel.
Volodin recommended beginning discussions in the budget and tax committee. The New People faction’s initiative, introduced in October 2025, would legalise the sale of desirable number-plate combinations, with receipts going to the budget.
The government previously supported the bill subject to revision, and Vladimir Putin expressed support for the idea. Those positions do not mean the system is already operating or that additional Interior Ministry funding has been allocated.
